1. The Belize maritime Administration- International Merchant Marine Registry of Belize (IMMARBE) regularly evaluates the fleet's performance within various Port State Control (PSC) MoUs. Recently, the Flag’s detention rate has increased significantly, leading to a decline in their standings across major MoUs.
2. IMMARBE has formally decided to implement the RISK4SEA PSC Intelligence Platform (https://web.risk4sea.com). It is a web-based tool that predicts the likelihood of Port State Control Inspections (PSCI) and provides alerts to operators before entering specific ports. The system will notify operators about the likelihood of a PSC inspection and associated detention risks.
3. If a vessel is flagged for inspection, operators will receive a checklist covering tailormade items related to this specific port. These items are based on the most common deficiencies found that port and, will include items from any active concentrated inspection campaign. These items must be verified on board before arrival at the designated port.
4. Shipowners and ISM Operators must inform ship masters about the program. Effective immediately, all vessels included in the RISK4SEA PSC Intelligence Platform must adhere to the recommendations and verify all checklist items on board prior to arrival.
5. A copy of the checklist and photo report verifying the condition of the items in the list shall be submitted to IMMARBE’s Technical Department at Inspections@immarbe.com before arrival at the notified challenging port.
6. Any deficiency identified during the self-assessment must be addressed immediately prior to arrival port. In cases where the deficiency cannot be addressed, operators must inform the flag and RO for guidance on appropriate actions.
7. Failure to adhere to the requirements outlined in this notice or providing false information in self-inspection reports, as identified during inspections by Port State Control Officers (PSCO), may result in disciplinary actions by IMMARBE.
