Subject : GOI - Revision of registration fee and annual fee for recurring expenses towards ISPS and DG Communication Centre

1. Indian Administration vide DGS Nautical Wing / ISPS Branch Circular No. 22 of 2024 has informed regarding the revision in the one-time registration fee and the annual fee for the services provided by the DG Communication Centre.

2. Revision of the fee structure is applicable for fees due after 01.08.2024. The revised fee structure is as follows:

3. Fee demand of DG Communication Centre is raised to the ports (major /non-major) and shipyards by DG Communication Centre of DG Shipping in the form of Statement of Contribution for one time registration and annual fees.

4. Auditors undertaking verification audits of Major and Non- major ports and Indian Ships have been advised to verify that dues for the DG COMM Centre have been paid by the Port authorities and ship owners prior to conduct of ISPS audits.

5. Further the fees payable will also be checked by DG COMM center during annual testing of Ship Security Alert System (SSAS).

6. It is clarified that since the contribution by the stake holders is their share of operation of the DG Comm Centre and it is based on the concept of mutuality, the applicability of TDS Deduction, GST levy etc. may not arise as there is no commercial service provided.

7. Administration has informed that for cases where the applicable fee due are not cleared by the stipulated date, appropriate action as deemed necessary and additional penalty will be imposed by the Directorate.

8. Indian Ship owners, ports and shipyards are advised to be guided accordingly and ensure compliance.
