Thailand Marine Department has issued Notification Ref No. 0322/1467 and Announcement Ref No. 56/2563 (A.D. 2020) providing instructions with regards to extension of statutory surveys and issuance/ endorsement of statutory certificates and extension of Seafarers Certification and documents respectively as outlined below under the force majeure due to outbreak of COVID-19 pandemic.
a. Extension of the validity of statutory certificates:
All statutory certificates and supplementary documents with due date before 1st July 2020, issued by Marine Department are granted a 3-months extension. The extension may also apply to certificates or supplementary documents issued by service providers to the vessels.
All recommendations of Recognized Organizations are to be complied with.
When the COVID-19 situation is improved, the owners will be required to resume compliance to IMO requirements on statutory certificates, surveys, inspections and audits, based on mandatory schedule as soon as possible.
b. Extension of the validity of Certificate of survey for ship licenses / ship registration and Seafarers Certification:
Period of validity of following ships certificates / seafarer’s certificates are extended until declaration of cancellation of emergency situation in all areas of Thailand due to COVID-19.
Certificate of survey for ship licenses, certificate of survey for ship registration, certificates issued under the Navigation in Thai Waters Act B.E. 2456 (1913) as amended.
Ship license issued under the Navigation in Thai Waters Act (No.6) B.E. 2456 (1913) as amended.
All types of seafarer’s certificates issued under the Navigation in Thai Waters Act (No.6) B.E. 2456 (1913) as amended.
Work permit Certificates issued under the Navigation in Thai Waters Act (No.6) B.E. 2456 (1913) as amended.
Crew Agreement issued under the Navigation in Thai Waters Act (No.6) B.E. 2456 (1913) as amended.
All types of Seaman Books issued under the Navigation in Thai Waters Act (No.6) B.E. 2456 (1913) as amended.
Ship owners/ operators and masters of Thai flagged ships are advised to be guided by above.
