Subject: RMI Clarification to Certification Requirements for Seafarers Operating On RMI Ships in Polar Waters

  • Reference is made to IRS technical circular no. 029/2018 dated 19th April 2018.
  • Republic of Marshall Islands (RMI) has issued a marine safety advisory MSA no. 15-19 (copy attached) providing clarification to certification requirements implemented by Administration on Deck Officers who are assigned to RMI flagged ships to which Polar code is applicable.
  • In order to meet the mandatory minimum requirements for training and qualification on ships operating in Polar waters; masters, chief mates and officer in charge of a navigational watch (OICNW) are required to be qualified in accordance with Chapter V of the STCW convention as follows:
