1. The Republic of the Marshall Islands vide Marine Safety Advisory No.27-18 dated 17Oct 2018(copy attached) has intimated that many PSC deficiencies with code17 are being issued regarding overtime of cadets, which is not found covered in seafarers’ employment agreement (SEA) or a training agreement in lieu of a SEA.

2. In view of above, the Administration has advised that cadets must either be covered under a SEA that includes overtime or adhere to normal working hours under a training agreement where overtime is not specified. Onboard records and documentation must also reflect the same.

3. Ship owners /operators and masters are advised to be guided by above.
