1. Flag State Annual safety inspections or special inspections on Panama flagged vessels are performed only by flag inspectors duly authorized by Panama Administration. These inspections are coordinated through the Navigation and Maritime Safety department of the Administration in accordance with the procedures and legal principles established for it.

2. The list of companies authorized by the Administration to undertake such inspection is provided in the Merchant Marine Circular No. 374. Also the official means for coordination and authorization for an annual safety inspections/surveys or special inspections are only through email address: asi@amp.gob.pa and jlortega@amp.gob.pa

3. In this respect, Panama Administration, vide Letter No. 106-01-238-DGMM dated 21/05/2020 has informed regarding non-authorized company engaged in coordination and performance of the annual safety inspections/surveys on Panama flagged vessels.

4. The Administration vide above letter has further informed that such inspections performed by unauthorized companies can lead to a potential danger for safety of navigation, crew safety and marine environment protection as these are unauthorized and performed outside the procedures established by the Administration.

5. Accordingly, Owners/operators and masters of Panama flagged vessels are advised to use only the authorized companies as provided in Panama MMC-374 to undertake flag State inspections onboard Panama vessels.
