Technical Circular No: 013/2025
1. Reference is made to IRS Technical Circular 007/2025 dated 06th Feb 2025 regarding 2022 amendments to Maritime Labour Convention (MLC) 2006.
2. The Indian flag Administration has now issued M.S. Notice 03 of 2025 dated 04th March 2025, informing that the necessary amendments have been incorporated in the Declaration of Maritime Labor Compliance (DMLS Part 1). Same is attached as annexure 1 of above M.S Notice.
3. Owners/Managers of the ships registered under Indian Flag Maritime administration are advised to take note of the above and to apply for issuance of the DMLC to the respective Mercantile Marine Department and to make necessary amendments to DMLC part II in line with changes incorporated in DMLC Part-I and submit to respective MMD's for verification and endorsements.
