Subject: AMSA – Direction for cruise vessels to limit sulphur emission while at berth in Sydney Harbour.

  • Australian Maritime Safety Authority (AMSA) has issued Marine Notice 21/2016 (copy attached) advising that wef December 2016, all cruise vessels capable of accommodating more than 100 passengers and at berth in Sydney Harbour to limit sulphur emissions by using low sulphur fuel or an alternative measures that achieves an equivalent outcome, specifically:

1. Using fuel with a sulphur content not exceeding 0.1% mass per cent concentration (0.1% m/m); or

2. Using an exhaust gas cleaning system, certified and approved in accordance with the IMO guidelines for Exhaust Gas Cleaning System 2015; or

3. Using a power source external to the vessel; or

4. Using a combination of any of the above measures.

  • The limit on sulphur emission will apply from one hour after the vessel’s arrival at berth until one hour before the vessel’s departure.
  • In case of non compliance of the requirements in following specific circumstances, AMSA must be notified and should be provided with supporting evidence about the reason and the steps being taken to rectify the non-compliance.

1. Unforeseen and uncontrolled mechanical or equipment failure;

2. The unavailability of compliant fuel;

3. Unexpected delay in departure beyond the reasonable control of the master; and

4. An unscheduled berthing due to an emergency.

  • Ship owners/ operators and masters are advised to be guided by above.
