The vessels need to transport cargo and navigate globally. There has been an IMO adopted Hong Kong Convention which requires inventory of the HAZMAT on board the vessel after it comes in force as well as EU requires and soon required by the Hong Kong convention when it comes in force in June 2025 such inventory on board internationally when the convention is in force, though PSC would only start checking five years after in force dates.
